Following the attacks of 13th November, France was in shock. But without even having had time to realise what was happening, the French are rediscovering an entire vocabulary: “questionings”, “arrests”, “summons”, “searches”, etc.

Have all these administrative procedures linked to the state of emergency been useful or useless? Necessary or excessive? Were thought processes also in a state of emergency? In the face of these exceptional measures, which were supposed to last twelve days but which have been prolonged, this report takes a plunge into the heart of a ministry – the French Ministry of the Interior – in close proximity to police officers, gendarmes, heads of intelligence services and anti-terrorist coordinators, in order to take a close look at how the state of emergency is organised. With as a backdrop the constitutional revision and the highly controversial revocation of citizenship, we discover French Interior and Cults Minister Bernard Cazeneuve, who is trying to reassure and unite communities that are increasingly worried and stigmatised. It is a story of our time, of a France that is seeking its identity - more than ever before - between security and freedom. How to combine protection of freedom with France’s need to ensure public security in the face of terrorism?
