Twenty years on from the genocide, could new technologies drive a Rwandan economic boom?

President Kagame may not be a fan of the free expression that holds sway on social networks, but his development strategy for Rwanda is based on digital technologies and a new generation of technophiles. Three-quarters of the Rwandan population do not have electricity, but in Kigali, the government is funding a high-tech hub called KLab to provide a meeting-place for would-be entrepreneurs to swap ideas and act as a start-up incubator. In a country that is dependent on humanitarian aid, where 40% of the opulation are living below the poverty line, job creation is essential, but banks are often loath to lend to entrepreneurs.
