18 years after its intervention that ended the Taliban regime, the United States will finally withdraw its troops – 14,000 soldiers who operate both as part of a NATO mission to support the Afghan army and in independent counter-terrorist operations.

In 2017, Afghanistan became the country where terrorism killed the most people in the world. The number of civilians killed has never been so high in 10 years. Afghanistan is more unstable than ever: much of the country is under Taliban control and the Islamic State group regularly carries out deadly attacks as far as the capital, Kabul.
Without the US task force, the Afghan National Army, plagued by corruption and mass desertion, is unlikely to counter the Taliban, criminal groups, and the Afghan branch of the Islamic State. Faced with the ineffectiveness of the regular forces, thousands of villagers took up arms to form "popular uprisings", a kind of local militia that ended up being partly financed by the government. But among these small groups, many have been accused of abuses, torture and even war crimes, motivated by territorial conflicts between clan leaders. After the departure of American troops, the new militias may well tear each other apart for the benefit of the Taliban and the IS...
